Green Power would like to draw your kind attention to our concerns about the above-captioned Project Profile (PP).
1. A new 132kV transmission cable circuit at the location abutting Discovery Bay Tunnel was proposed to be built, through a proposed micro-tunnel for cable laying (the Project), to further enhance reliability of power supply to Discovery Bay. The proposed micro-tunnel will run through “Conservation Area”, Country Park and “Green Belt”, therefore Horizontal Directional Drilling (HDD) will be adopted by the proponent as a trenchless approach to mitigate potential impacts to the environment.
2. We opine that use of drilling fluid of HDD should be adequately monitored to avoid pollution of ground water and leakage into the above-ground habitats through joints in bed rocks and soil. Contingency plan should be available to prevent and rectify any incidents related to drilling fluid.
3. No wastewater and sewage generated from the Project should be discharged into stormwater drainage, water channels along Cheung Tung Road and approach road from Discovery Bay Tunnel Administration Building leading to tunnel portal, or spilled over paved or soil surface.
4. Given the rural nature of the areas adjoining the Project site, fly-tipping of solid wastes, wastewater and sludge generated from the Project must be strictly controlled. We recommend:
(a) Strict monitoring and control of the storage, transportation, and disposal of solid and C&D wastes, wastewater and sludge.
(b) Incorporation of deterrent measures into the works contracts to prevent illegal dumping of any wastes, wastewater and sludge.
(c) Implementation of a comprehensive recycling plan.
(d) GPS tracking and instantaneous alarm systems for dump trucks and sludge trucks entering restricted zones, including but not limited to Pak Mong, Tai Ho Bay, Yan O Bay, Tai Tsing Chau, Yu Tung Road, Shun Tung Road, Tung Chung Road, Tung Chung Road North, South Lantau Road, "Conservation Area" zones, "Coastal Protection Area" zones. "Green Belt" zones, wetlands and farmlands, to prevent fly-tipping and damage of wetlands and farmlands.
