Green Power would like to report a case of suspected unauthorized development in Shek Mun Kap, Tung Chung West, Lantau which may breach the Town Planning Ordinance and other laws. We are of great concern that such developments may pollute the river water and seriously damage the ecology of Tung Chung River. Moreover, removal of vegetation will render the bare and loose river banks vulnerable to erosion, especially during torrential rainstorms, that cause flooding downstream.
The suspected unauthorized development was spotted by our staff on 8 December 2025. A road roller (marked as a red "X" in the attached map, and Photo A) was spotted working on a lowland where all the vegetations at the site and a section of riverbank were cleared (marked as a red area in the attached map, and Photo B). The site formation area should be within "Conservation Area" (CA) and the affected riverbank is a section of Tung Chung River listed as "Ecologically Important Streams" (EIS).
Green Power would like to be clarified whether the suspected unauthorized development
(1) has breached Town Planning Ordinance or illegally occupied Government lands;
(2) breached any laws for removal of vegetation in the Site, and needs to reinstatement the Site and vegetation, especially those along the river banks;
(3) has generated any pollution such as discharge of wastewater, surface runoff or disposal of wastes.
(4) has imposed flood risk.
Also, we would be grateful for any follow-up actions taken by the relevant departments or authorities.
