Project Profile for Development of the Loop – Eastern Connection Road Further Information from the Applicant

Green Power would like to draw your kind attention to our response to the further information from the applicant released for public inspection on 10 June 2025 supplementary to the above-captioned Project Profile (PP) (Application No. ESB-375/2025).

Firstly, Green Power still maintains our comments about the above-captioned PP dated 22 May 2025 (GP’s Last Submission). In addition, our response to the further information from the applicant is as follows:

1. As the Eastern Connection Road (ECR) will be a single 4-lane two-way carriage with a total length of approximately 2.5km, significant habitat fragmentation will result that may disconnect the ecological linkage and cease the wildlife migration between hill slopes and lowland wetlands including fishponds, marshes, streams, etc. Wildlife passages should be provided in the design of the Project to mitigate habitat fragmentation and provide effective ecological linkages between various habitats during construction and operation phase.

2. The location, design and profile of the proposed Project including bridge, depressed road and underpass should avoid encroachment to the Lok Ma Chau Loop (the Loop) section of old Shenzhen River meander (the Meander), Ecological Area of the Loop (EA) and natural streams. Any loss of habitats should be adequately compensated.

3. As the ECR will be in the form of an underpass across the ecologically sensitive area including the EA, the Meander and nearby fish ponds, cut-and cover method will generate large amounts of excavated materials. These excavated materials will occupy large piling/storage spaces that Point 6 in GP’s Last Submission should be followed. Effective and enforceable mitigation measures must be implemented to avoid encroach wetlands and farmlands, and siltation of river/stream water by piled excavated materials.

4. Also, deterrent measures must be implemented according to our recommendation mentioned in Point 9 to 11 in GP’s Last Submission to avoid destruction/disturbance of wetlands/fish ponds and farmlands in North District, and illegal waste dumping and fly-tipping.
